Pentagon Takes a Stake in Venezuela Oil. White House Just Put Numbers on the Deal.

Overnight fact sheet: 17 fields, ~65 billion barrels, a 35% Pentagon stake, and State Department offtake rights. Texas drivers still wait on the pump  and Trump said so out loud.

Monday night the White House stopped selling the Venezuela oil deal as a slogan and started selling it as a term sheet.

Interim authorities in Caracas granted U.S.-backed North American Blue Energy Partners (NABEP) 100-year concessions on 17 oil fields holding about 65 billion barrels of proven reserves, the White House said, according to NPR and CNBC. That is roughly a fifth of Venezuela's reserves. For scale, CNBC noted the United States itself held about 46 billion barrels of proven reserves as of the end of 2024.

NABEP is already the second-largest private operator in Venezuela, behind Chevron, NPR reported. The company is owned by Venezuelan businessman Alejandro Betancourt. Many of the fields in the package were previously held by Russian or Chinese firms, the White House said, per NPR.

The Pentagon's Office of Strategic Capital gets a 35% ownership stake in the company, NPR and CNBC both reported from the White House fact sheet. CNBC's writeup names that office under the Department of War's Office of Strategic Capital and quotes the White House framing the equity as representing up to "hundreds of billions in value and dividends for the United States." That language is the White House's, not an independent valuation.

The State Department gets a guaranteed right to buy 20% of NABEP's output at production cost, aimed at helping refill the Strategic Petroleum Reserve, NPR and CNBC reported. Washington also gets a right of first refusal on the remaining 80%.

NABEP has agreed to put up as much as $100 billion in new oil infrastructure investment, the White House said. CNBC added that under the agreement the company is expected to pay $200 billion in royalty and tax payments to Venezuelan governments over the first 25 years. Again: White House and company-side figures, not audited production math from this desk.

The White House claims the deal runs at "zero cost" to U.S. taxpayers and that the U.S. government would hold veto power over board members, a majority of whom would be U.S. citizens, NPR reported. The agreement was signed by Defense Secretary Pete Hegseth and Secretary of State Marco Rubio, according to NPR.

If you live in Texas and fill a tank before work, the next question is the only one that matters at the pump.

National average gasoline sat at $4.08, up 28% over the past year, AAA figures cited by NPR. Trump pitched the Venezuela package as a way to bring prices down and refill SPR barrels drained while the Iran fight squeezes global flows. He also admitted Monday that Americans will not see that relief overnight. Asked for a timeline, Trump said "it could be a little bit" for prices to fall, and added, "If it was two years, you know, that's a short period of time," NPR reported.

Analysts have been saying the same thing without the campaign cadence: Venezuela's sector is dilapidated after years of mismanagement, underinvestment, and sanctions. Even if the paper holds, turning barrels into finished gasoline for U.S. drivers takes capital, time, and refining capacity. Trump meets refiners Tuesday to talk expanding U.S. refining, NPR noted - which is the missing link if heavy Venezuelan crude is supposed to become cheaper regular for people driving I-45.

Capitol Hill is not rubber-stamping the story. House Intelligence Committee Chairman Rick Crawford (R) said he wants details "hopefully sooner rather than later," NPR reported. Sen. Jack Reed (D), ranking member on Armed Services, called the military-as-investor approach an abuse of power and demanded a full accounting of legal authority. Those are statements, not court findings. Put them in the record and keep moving.

From this desk the hierarchy is simple. Secure Western Hemisphere barrels when Hormuz is a live risk. Put U.S. law, U.S. courts, and U.S. auditors on the joint venture if that is the claim. Do not pretend a Monday fact sheet is next week's $2.50 gallon. And do not let a two-year build-out become a reason to leave SPR empty while Iran keeps shipping lanes on edge.

The White House finally put numbers on the biggest oil pitch of the second term. Now watch the refiners meeting, the SPR fills, and whether those 17 fields produce anything but press releases.
